The National Organization for the Reform of Marijuana Laws (NORML) was founded in 1970 for one basic purpose: To change both the public attitude and laws such that the responsible use of cannabis by adults is no more consequential than the lawful use of alcohol, tobacco and caffeine products.

MadisonNorml.org is non-political, non-partisan, and we do not support or endorse any political candidates.

The organization is located two blocks from the White House, on K St. in Washington, D.C.

NORML is the world’s oldest, largest and most respected cannabis law reform organization that is principally known for championing the legalization of cannabis in America from nine percent public support in 1970 to fifty percent today.

The primary functions of the organization are to:

  • Educate the public, media and elected policymakers about cannabis and alternatives to failed prohibition laws;
  • Actively lobby elected policymakers at the local, state, federal and international level to change cannabis laws;
  • Litigate in the state and federal court systems to advance reforms (or to challenge prohibition-related laws);
  • Maintain a massive and publicly accessible repository of cannabis-related information;
  • Provide cannabis consumers verifiable and credible legal consultations, scientific information about cannabis’ health effects and drug testing information;
  • Social and political organizing of cannabis consumers and citizens who do not support Cannabis Prohibition.

Since 1994, NORML has historically had one of the most popular webpages on the Internet, and the organization currently has over 200 all-volunteer local and state affiliates and chapters, and over 600 lawyer-members who litigate, represent cannabis consumers at trial and help draft reform legislation.

Over one million concerned cannabis consumers and like-minded citizens have opted into NORML via the organization’s internal listservs and through popular social networking webpages like Facebook and Twitter.

NORML (and the NORML Foundation, which was founded in 1997) are entirely supported by grassroots support through donations, memberships, product sales, conference and seminar registrations, sponsorships and bequests.

Unfortunately, neither organization possesses an endowment, a billionaire funder or celebrity financial support.

NORML and the NORML Foundation are only as informative, powerful and effective as our many supporters make the organizations through their regular donations and support.

NORML put the ‘grass’ into grassroots a long time ago and we’re entirely dependent on the support of cannabis consumers and liberty lovers like you to once and for all push through to the finish line now in our collective sights, when most of the country is no longer gripped anymore in government-fostered ‘Reefer Madness’, farmers can once again prosper from industrial hemp cultivation, and adult consumers (which of course includes medical patients who therapeutically benefit from cannabis) can posses, cultivate and purchase high quality cannabis.

Please take the opportunity to become a supporting member of NORML now by making a donation, purchasing NORML products, registering for a NORML-related event, incorporating the organization(s) in will and estate planning; and to contact and join your local NORML chapter.

Because NORML is an active political organization, donations are not tax deductible. Conversely, NORML Foundation is an education, research and litigation organization where donations are fully tax-deductible.

If you would like to make a major gift to NORML Foundation (or NORML), please call 202-483-5500 (x205) or send an email to director@norml.org

Without direct and continuous grassroots support for the last forty years, NORML would never have survived the ‘war on drugs’ era and continue to actively serve to this day as the principle hub for cannabis law reform in America and around the world.*

Thank you for both caring and sharing.
